  13.      There is an ever increasing role for digital systems,
  14. which provide hard-copy communications.  They greatly reduce the
  15. chance of transmission errors, and give the support elements of
  16. the response team the sort of material they are used to
  17. receiving. In both earthquake and fire responses, portable
  18. Amateur packet radio has worked well from forward area positions
  19. to control
  20. centers.
  21.      As important as the equipment itself is a trained cadre of
  22. communicators, FAMILIAR IN ADVANCE with the equipment they will
  23. be using and the command and control system in which they must
  24. function.  Without advance training, well meaning volunteers,
  25. however well intentioned, will be more of a problem than a help.
  26.      For a large body of information on these matters I suggest
  27. the weekly bulletins published since 1985 by the State of
  28. California Governor's Office of Emergency Services.  They are
  29. available in printed form (For $12.00), or on three 5-1/4" or
  30. two 3-1/2" DD discs with an SASE.  The address is RACES, c/o
